Cobra has long relied on exotic resources to fuel their advanced technology, such as Radioactive crystals, Compound Z, Meteorite Metal, Dragonfire Energy and so on. Recovering these materials is often difficult, with them often being located in remote areas, deep underground, extreme conditions or combinations thereof. The Mole Rats were created as a mining force for Cobra, used in the collection of these resources to further their aims.

Mole Rats are recruited by a number of means, few of which are voluntary. Many are wash-outs from Cobra training who are then re-assigned as a way for the organisation to get some benefits from them. In other cases, being reassigned to the Mole Rats is used as punishment duty, with the implication that the offender can earn their way back to their prior positions through performance. In other cases, they are drawn from those that have been caught up in various Cobra schemes, ranging from captives to those who fail to read the fine print on the terms of service.

Regardless of their source, Mole Rats are given enough training in mining to allow them to competently fulfil their job. They are treated as ultimately expendable resources, often sent in with little safety training for whatever situations they may encounter, which can be a problem when dealing with more exotic substances. In past, this has resulted in infections or even unforeseen mutations among Mole Rat crews.
