Likely a Schleich / Peyo produced Smurf collectible commonly referred to as “Clown Smurf” (ref. 20033). Typical production variants exist from late 1970s/1980s made in West Germany, Hong Kong, Portugal, Sri Lanka and later China; this piece shows hand paint/paint wear consistent with vintage late 1970s PVC figures.
