Part of the second wave of Target exclusive Scouts, Clocker is a redeco of the Cybertron-series Clocker toy, transforming into a Cybertronic open-topped race car, complete with driver’s and passenger’s seats. Plugging a Cyber Planet Key into his rear assembly pops up a pair of thrusters with pull-out non-firing blaster barrels. This assembly becomes a hand-held weapon for robot mode. He also has a pair of removable side-pipes that can also be used as hand-weapons. He comes with a silver-bordered, black-plastic Speed Planet-style Cyber Key.
This toy was also sold as a Farmers exclusive in New Zealand.
This mold was also used to make Cybertron Swerve, and retooled to make the Timelines versions of "Axalon Cheetor” and "Unit 2” Tigatron. The mold was also used as the basis for the non-toy Maximal Command Security Force members. A rebranded version of this toy, without changes, was later released as part of the 2008 Universe line, as the Cybertron Clocker character again.
