Ultima Thule - R.I.O.T. Leader

This current iteration of Ultima Thule emerged in the late 20th century, a mysterious red-masked covered mercenary who was rumored to be behind several High prolific assassinations in the Middle East and throughout Western Europe. Throughout intelligent circles, it is suspected that Thule was connected with a billion dollar security company, leveraging those assets in his quest to lead R.I.O.T. into 21st century domination, but this has yet to be proven.
