A young girl by the name of Jeanne Wilson overdoses on drugs. Three shady characters find her body and attempt to get rid of it by throwing her from a bridge. The Doctor at the morgue remarks that this is the second young girl that he has seen overdose in two days. Police are stumped as to how drugs are entering the city. Ragman returns to his pawn shop where he falls asleep for the night. The next morning Rory Regan accompanies Bette and Teddy to the Funland amusement park. They encounter the developer of the park Mr. Seriph as he hands out tokens to the children. After a day of activity, Rory and his friends leave the park. As they leave, Rory witnesses a young boy jump from the ferry into the river. Rory attempts to rescue him but is unsuccessful. Rory returns back to Funland park under the guise of Ragman. He arrives in time to witness the park owner Mr. Seriph using a park submarine to import drugs into the city. Ragman subdues the drug ring and places Mr. Seriph in jail.
