Synopsis:

In Philadelphia in the early 1980s, a movie sound effects technician named Jack Terry is recording ambient sounds late at night when he witnesses a car crash into a river and dives in to rescue a young woman named Sally. Reviewing his recordings afterward, Jack becomes convinced that the sounds captured on his tape reveal that a tire blowout was actually caused by a gunshot, suggesting the accident was an assassination. The victim turns out to have been a prominent politician. As Jack investigates further and attempts to expose the truth, he discovers he has stumbled into a carefully orchestrated cover-up, and that both he and Sally are now in serious danger.
